New York State has set some of the nation's most ambitious clean energy goals — 70% renewable electricity by 2030 and 100% zero-emission electricity by 2040 under the Climate Leadership and Community Protection Act (CLCPA). Achieving those targets means siting hundreds of large-scale wind, solar, transmission lines and offshore energy facilities across the state, often in communities that have legitimate concerns about impacts on their land, environment, and quality of life.
