A boutique law firm dedicated to the intersection of energy, land use, and community governance in New York State.
O'Toole Law Group PLLC is a boutique law firm located at 710 Latta Road, Suite 101, in Rochester, New York. We serve clients from Buffalo to Long Island and throughout New York State, focusing exclusively on the areas where energy development, land use regulation, and local government law intersect.
The firm was founded by Bridget O'Toole, Esq., who brings over a decade of specialized experience in New York's renewable energy siting, land use, zoning, and municipal law. Before establishing O'Toole Law Group, Bridget built her practice at leading boutique firms in Rochester, developing particular expertise in the complex regulatory proceedings that govern large-scale energy development in New York State.
Our clients include municipalities seeking General or Special Counsel, developers navigating the approval process for renewable energy projects, community groups with concerns about proposed developments, and individuals facing land use challenges. Whatever the matter, our approach is the same: thorough preparation, clear communication, and determined advocacy.
We are proud to be part of Rochester's legal community and to contribute to the thoughtful, legally sound development of New York's energy and land use landscape.

We bring deep, specialized knowledge of New York's energy, land use, and municipal law to every matter. Our practice is focused — not generalist — ensuring that clients benefit from attorneys who know this area of law thoroughly.
We work collaboratively with clients to understand their objectives and craft strategies that achieve them. We help clients reach consensus, navigate complex processes, and make informed decisions at every stage.
When advocacy is required, we are fierce and effective. From administrative hearings to Article 78 proceedings, we bring the same preparation and commitment to every forum where our clients' interests are at stake.
We are deeply rooted in New York State and committed to the communities we serve. Our work at the intersection of energy development, land use, and local governance directly shapes how communities grow and thrive.
Our office is located at 710 Latta Road, Suite 101, Rochester, NY 14612. Rochester sits at the heart of upstate New York, making it an ideal base for a practice that serves clients from the western tier to Long Island.
New York State's renewable energy transition, ongoing land use challenges, and evolving municipal law landscape create a constant need for experienced legal counsel throughout the state. We are positioned to serve clients wherever their matters arise in New York.

The Yates-Thayer House is a neoclassical landmark built in 1902 for Arthur G. Yates, a former coal baron and president of the Buffalo, Rochester and Pittsburgh Railway Co. Originally the centerpiece of Elm Tree Farm, the estate passed to the Thayer family in 1914 and remained in their hands for 80 years. After decades of decline, a collaborative effort between a private developer and state and local historic preservation commissions restored the building to its original grandeur. Today, it stands as a point of pride in the Town of Greece — a fitting home for a firm committed to the thoughtful stewardship of New York's communities and landscape.
Whether you need General Counsel services, representation in a complex energy proceeding, or guidance on a land use matter, O'Toole Law Group is ready to help.
